Prior to coming to CRL he worked as Executive Director at the [Bibliographical Center for Research](/source/Bibliographical_Center_for_Research) in [Denver, Colorado](/source/Denver%2C_Colorado) from 1975-1980.<ref name="CRL 2020" /> During that time, he compiled and edited the fourth volume of ''The state library agencies: a survey project report'', in 1979.<ref name="IA2020">{{cite web | last=Simpson|first=Donald Bruce|title=The state library agencies : a survey project report, 1979| website=Internet Archive | date=2020-06-10 | url=https://archive.org/details/statelibraryagen0000simp | access-date=2020-08-28}}</ref> This book was co-sponsored by the Chief Officers of State Library Agencies (COSLA). During his tenure at CRL Simpson oversaw two major building projects--Kenwood I, built when CRL outgrew its original location and Kenwood II at a later time.<ref name="CRL 2020" />

Simpson was born in [Ithaca, New York](/source/Ithaca%2C_New_York) to Francis Alfred Simpson and Drusilla Lucille (Dickson) Simpson. Simpson received an Associate of Arts from [Corning Community College](/source/Corning_Community_College) in New York in 1962 and a BA from [Alfred University](/source/Alfred_University) in 1964.<ref name="elmira">{{cite news |title=Corning College to Confer Degrees |url=https://www.newspapers.com/image/276853541/ |accessdate=28 August 2020 |work=Star-Gazette |date=June 10, 1962 |location=Elmira, NY |page=24}}</ref> He also went on to receive a Master of Science from [Syracuse University](/source/Syracuse_University) in 1970.
