==Early life and education==
Simkins grew up in [South Bend](/source/South_Bend), [Indiana](/source/Indiana).<ref name="southbend_profile"/> He attended [Clay High School](/source/Clay_High_School_(Indiana)), where, in 1973, he start being active in the production of the [Junior Achievement](/source/Junior_Achievement)-sponsored comedy series ''[Beyond Our Control](/source/Beyond_Our_Control)''.<ref name="southbend_profile"/> Simkins learned the basics of television production on the series, which was broadcast locally on [WNDU-TV](/source/WNDU-TV).<ref name='southbend_profile'/> After graduating high school in 1977, he studied film and broadcasting at [The University of Iowa](/source/The_University_of_Iowa), earning a bachelor's degree in 1982.<ref name="southbend_profile"/>

He moved to [Los Angeles](/source/Los_Angeles), [California](/source/California), and got his first job at [Sandy Howard Productions](/source/Sandy_Howard) answering phones, and later reviewing and budgeting film scripts.<ref name="southbend_profile"/> Simkins told [The South Bend Tribune](/source/South_Bend_Tribune), "That's where I learned how scripts were written … I learned how they came up with a budget."<ref name="southbend_profile"/> He later worked for a short period of time as a development executive for [New World Pictures](/source/New_World_Pictures).<ref name="southbend_profile"/>

He has been an active writer and producer for television since his involvement with ''[The Adventures of Brisco County, Jr.](/source/The_Adventures_of_Brisco_County%2C_Jr.)'' (1993–1994).<ref name="southbend_profile"/>
