==Early life and career==
Shackleton was born in [Cloughfold](/source/Cloughfold) near [Rawtenstall](/source/Rawtenstall), [Lancashire](/source/Lancashire). He became a cotton worker at the age of nine. He rose through the ranks of the cotton weavers' union and became [general secretary](/source/general_secretary) of the Textile Factory Workers Association. He was a member of the [Darwen](/source/Darwen) Town Council, and member of the [Blackburn](/source/Blackburn) Chamber of Commerce.

==Political career==
Although the textile workers had not yet joined the LRC, Shackleton was appointed its candidate for the [Clitheroe by-election in 1902](/source/Clitheroe_by-election_in_1902). [Philip Snowden](/source/Philip_Snowden), who had been considered by the [Independent Labour Party](/source/Independent_Labour_Party), withdrew from the race. The [Liberals](/source/Liberal_Party_(UK)) and [Conservatives](/source/Conservative_Party_(UK)) also withdrew, sensing Shackleton's strong lead. He was thus elected unopposed on 1 August 1902.<ref>{{Cite newspaper The Times |title=Election intelligence |date=2 August 1902 |page=10 |issue=36836}}</ref><ref>{{London Gazette|issue=27461|page=5037|date=5 August 1902}}</ref> The textile workers' unions affiliated to the LRC shortly afterwards.
