Ramadan grew up in [Lebanon](/source/Lebanon) and completed his high school studies at [International College, Beirut](/source/International_College%2C_Beirut). He emigrated to the United States in 1989 and has resided in Virginia since then. He is a graduate of [George Mason University](/source/George_Mason_University), earning a Bachelor of Arts degree in government and politics and a Master of Arts degree in international trade and transactions. He completed graduate studies at [Oxford University](/source/Oxford_University), the American Graduate School of Business (Geneva, Switzerland), [Johns Hopkins University](/source/Johns_Hopkins_University), and [Georgetown University](/source/Georgetown_University).
