Hacohen was born in [Gomel](/source/Gomel) in the [Russian Empire](/source/Russian_Empire) (today in [Belarus](/source/Belarus)).<ref name=P>[https://www.knesset.gov.il/mk/eng/mk_eng.asp?mk_individual_id_t=376 David Hacohen: Particulars] Knesset</ref> He studied at a local [heder](/source/heder), before his family [immigrated](/source/aliyah) to Ottoman-controlled Palestine in 1907. He then attended [Herzliya Hebrew High School](/source/Herzliya_Hebrew_High_School).<ref name=P/> In 1916 he joined the [Ottoman Army](/source/Ottoman_Army) and fought in [World War I](/source/World_War_I).<ref name=P/> Following the war, he studied law and economics in [London](/source/London) between 1919 and 1923.<ref name=P/>

In 1949 Hacohen was elected to the [first Knesset](/source/1949_Israeli_legislative_election) on the Mapai list. He was re-elected in [1951 elections](/source/1951_Israeli_legislative_election) but resigned from the Knesset on 1 December 1953 after he was appointed Israeli ambassador to [Burma](/source/Myanmar), a post he held until 1955. That year he was returned to the Knesset on the Mapai list and was subsequently re-elected in [1959](/source/1959_Israeli_legislative_election), [1961](/source/1961_Israeli_legislative_election) and [1965](/source/1965_Israeli_legislative_election), by which time Mapai had formed the [Alignment](/source/Alignment_(political_party)) alliance with Ahdut HaAvoda, serving until the [1969 elections](/source/1969_Israeli_legislative_election). During his time as an MK, he was a delegate to the [Inter-Parliamentary Union](/source/Inter-Parliamentary_Union) and served on its executive board.<ref name=PA/>

Hacohen died in 1984 at the age of 85.
