# David Franczyk

**David A. "Dave" Franczyk** is a councilmember of the [Buffalo Common Council](/source/Buffalo_Common_Council), which is the [representative](/source/Representative_democracy) [legislative branch](/source/Legislative_branch) of the government of [Buffalo, New York](/source/Buffalo,_New_York). He is also a former [Liberal Party](/source/Liberal_Party_of_New_York) and [Democratic Party](/source/Democratic_Party_(United_States)) nominee for the [United States House of Representatives](/source/United_States_House_of_Representatives).

## History

In 1994, Franczyk was both the Liberal Party and the Democratic Party nominee in a closely watched United States House of Representatives race for [New York's 30th congressional district](/source/New_York's_30th_congressional_district).[1][2] He lost by a two to one margin to then one-term [incumbent](/source/Incumbent) [Republican](/source/Republican_Party_(United_States)) [Jack Quinn](/source/Jack_Quinn_(politics)).[3] Prior to this race, as a city councilman, he was an adversary of [Mayor of Buffalo](/source/Mayor_of_Buffalo) [James D. Griffin](/source/James_D._Griffin).[4] Franczyk is considered a notable [Western New York](/source/Western_New_York) [Polish-American](/source/Polish-American) [politician](/source/Politician).[5]

## Common Council

In his present tenure in the Common Council, Franczyk is a member of the Finance and Civil Service Committees. Prior to his current term, Franczyk served as Fillmore District Councilmember, Chair of the City's Finance Committee, and President Pro-Tempore of the Common Council from 1986 through 2000. He has legislated on [crime prevention](/source/Crime_prevention), [historic preservation](/source/Historic_preservation), housing, [economic development](/source/Economic_development), and constituent service.[6] He is an advocate of [landmark](/source/Landmark) preservation,[7] and has also been involved in environmental preservation battles.[8][9] He proposed the legislation that reduced the [Buffalo Common Council](/source/Buffalo_Common_Council) from thirteen members to nine.[10] Franczyk was preceded as Fillmore District Councilman by Stephen J. Godzisz, who had served from 1984-1985 and as Common Council President by [James Pitts](/source/James_Pitts_(politician)) who began his term in 1994 under [Buffalo Mayor](/source/Buffalo_Mayor) [Anthony Masiello](/source/Anthony_Masiello).[11] Franczyk continued under Masiello until Masiello was succeeded by [Byron Brown](/source/Byron_Brown).

Franczyk, after 32 years of service announced in January 2019 he would not seek re-election. His successor, Legislative Staffer, [Mitch Nowakowski](/source/Mitchell_P._Nowakowski) won the June 25th democratic primary and November 5th general election to succeed him as Fillmore District Council Member.

## Personal

Franczyk, a Western New York native, earned a [Bachelor of Arts](/source/Bachelor_of_Arts) degree in history from the [State University of New York College at Buffalo](/source/Buffalo_State_College) and a [Master of Arts](/source/Master_of_Arts) degree, also in history, from [Niagara University](/source/Niagara_University). He also did graduate study at the [City University of New York](/source/City_University_of_New_York) and at [Harvard University](/source/Harvard_University)'s [Graduate School of Design](/source/Harvard_Graduate_School_of_Design) as a Loeb Fellow. He has served as the editor-in-chief of the Polish-American Journal.[6]
