Born in [Roma](/source/Roma%2C_Queensland), [Queensland](/source/Queensland), he was a teacher before entering politics. In 1978, he joined the Cleveland branch of the [Labor Party](/source/Australian_Labor_Party_(Queensland_Branch)). In 1989, he was elected to the [Legislative Assembly of Queensland](/source/Legislative_Assembly_of_Queensland) as the Labor member for [Redlands](/source/Electoral_district_of_Redlands), transferring to [Cleveland](/source/Electoral_district_of_Cleveland) in 1992.
