# Daniel Turp

**Daniel Turp** (born April 30, 1955) is a professor of constitutional and international law at the [Université de Montréal](/source/Universit%C3%A9_de_Montr%C3%A9al) in [Montreal, Quebec](/source/Montreal), Canada.[1] He served as a [Bloc Québécois](/source/Bloc_Qu%C3%A9b%C3%A9cois) member of Parliament from 1997 to 2000 and as a [Parti Québécois](/source/Parti_Qu%C3%A9b%C3%A9cois) member of the Quebec [National Assembly](/source/National_Assembly_of_Quebec) from 2003 to 2008.

## Early life and education

Born in Montreal, Quebec, Turp was raised as a [Roman Catholic](/source/Roman_Catholic) but later converted to [Presbyterianism](/source/Presbyterianism). He is a member of the [Church of St. Andrew and St. Paul](/source/Church_of_St._Andrew_and_St._Paul) in Montreal.[2][3]

Turp studied law at the [Université de Montréal](/source/Universit%C3%A9_de_Montr%C3%A9al) and the [University of Ottawa](/source/University_of_Ottawa), and received his legal licence in [Sherbrooke](/source/Sherbrooke), [Quebec](/source/Quebec) in 1977. He earned a [master's degree](/source/Master's_degree) at the Université de Montréal in 1978. He has worked for the [Canadian International Development Agency](/source/Canadian_International_Development_Agency) and was called as an expert for the [Bélanger-Campeau Commission](/source/Commission_on_the_Political_and_Constitutional_Future_of_Quebec) on Quebec's constitutional future.[citation needed]

Turp started teaching at the Université de Montréal in 1982. Since then, he has taught several law courses at the University of Paris X (1986–1996), The International Institute of Human Rights in [Strasbourg](/source/Strasbourg,_France) (1988) and [Harvard University](/source/Harvard_University) (1996). He has also been a director of studies at the international law academy in [The Hague](/source/The_Hague) (1995).[citation needed]

After lengthy studies, he obtained a [doctorate](/source/Doctorate) in law at [Panthéon-Assas University](/source/Panth%C3%A9on-Assas_University) in 1990. He is also interested in [international law](/source/International_law) and [globalization](/source/Globalization) and once worked as a specialist at Harvard University.[citation needed]

## Political engagement

Turp joined the [Bloc Québécois](/source/Bloc_Qu%C3%A9b%C3%A9cois), becoming that party's Political Affairs Committee president during Prime Minister [Jean Chrétien](/source/Jean_Chr%C3%A9tien)'s first term in office. He was defeated in the [Papineau-Saint-Michel](/source/Papineau_(electoral_district)) [electoral district](/source/Electoral_district_(Canada)) in 1996 when he first attempted to become a federal Member of Parliament. He succeeded in 1997, becoming a member of the [House of Commons of Canada](/source/House_of_Commons_of_Canada) for the [Beauharnois—Salaberry](/source/Beauharnois%E2%80%94Salaberry) riding. He left federal politics in 2000 after being defeated by Liberal [Serge Marcil](/source/Serge_Marcil).[citation needed]

In 2003, he moved to provincial politics under the [Parti Québécois](/source/Parti_Qu%C3%A9b%C3%A9cois) and was elected in the riding of [Mercier](/source/Mercier_(provincial_electoral_district)) on April 14. Turp became the party spokesman on [international relations](/source/International_relations) and sat on the [Parliamentary Assembly of *la Francophonie*](/source/Assembl%C3%A9e_parlementaire_de_la_Francophonie).[citation needed]

In 2005, he proposed a project for a [Quebec constitution](/source/Constitution_of_Quebec) and he signed the *Manifeste pour un Québec solidaire* (Manifesto for Quebec solidarity). He has published many articles on [Quebec sovereignty](/source/Quebec_sovereignty_movement) and its constitutional implications.[citation needed]

Turp supported [André Boisclair](/source/Andr%C3%A9_Boisclair) during the Parti Québécois' party leadership campaign in 2005, and was re-elected in the [2007 election](/source/2007_Quebec_general_election). He faced some criticism in 2008 as one of two MNAs, along with [Pierre Curzi](/source/Pierre_Curzi), who endorsed a controversial petition opposing [Paul McCartney](/source/Paul_McCartney)'s performance at [Quebec City](/source/Quebec_City)'s 400th anniversary celebrations.[4]

He was defeated in [2008](/source/2008_Quebec_general_election) by [Amir Khadir](/source/Amir_Khadir), co-leader of [Québec solidaire](/source/Qu%C3%A9bec_solidaire).[5]

In 2011, Turp unsuccessfully ran for president of the Parti Québécois.[citation needed]
