Sheffer studied medicine in [Philadelphia](/source/Philadelphia) and commenced practice in [York Springs, Pennsylvania](/source/York_Springs%2C_Pennsylvania).

Sheffer served as associate judge of [Adams County, Pennsylvania](/source/Adams_County%2C_Pennsylvania) from 1813 to 1837.
Sheffer was elected as a [Democrat](/source/Democratic_Party_(United_States)) to the [25th United States Congress](/source/25th_United_States_Congress). He served from March 4, 1837, to March 3, 1839, representing the [12th congressional district](/source/Pennsylvania's_12th_congressional_district) of [Pennsylvania](/source/Pennsylvania). Sheffer was an unsuccessful candidate for re-election in [1838](/source/1838%E2%80%9339_United_States_House_of_Representatives_elections) to the [26th United States Congress](/source/26th_United_States_Congress).
Following his tenure in Congress, Sheffer resumed the practice of his profession. He was a delegate to the [1848 Democratic National Convention](/source/1848_Democratic_National_Convention).
