Presto was born on April 7, 1963, in [Mangaldan, Pangasinan](/source/Mangaldan%2C_Pangasinan), [Philippines](/source/Philippines). He pursued his seminary formation and theological studies at [San Carlos Seminary](/source/San_Carlos_Seminary) in [Makati](/source/Makati).
