He was a businessman in [Summerside, Prince Edward Island](/source/Summerside%2C_Prince_Edward_Island).
Born and educated in Summerside, he was the son of Jeremiah MacArthur and Ellen Donald. He resigned his seat in 1925 when the [prime minister](/source/prime_minister) of Canada, [William Lyon Mackenzie King](/source/William_Lyon_Mackenzie_King), appointed him to the [Senate of Canada](/source/Senate_of_Canada).
MacArthur promoted his island home as a tourist destination. He built a noted summer home at [Foxley River](/source/Foxley_River) where he entertained extensively, including, in the summer of 1933, the [officers](/source/Officer_(armed_forces)) and [petty officer](/source/petty_officer)s of the [Royal Navy](/source/Royal_Navy) [sloop](/source/Sloop-of-war), [HMS ''Scarborough''](/source/HMS_Scarborough_(L25)).
He died in office in Summerside at the age of 69.
