'''Congress Records''' was an American record label founded in 1962 by Neil Galligan, who headed [Canadian-American Records](/source/Canadian-American_Records) and brought with him [Linda Scott](/source/Linda_Scott) from that label.<ref name="bsnpubs">{{cite web|url=http://www.bsnpubs.com/mca/congress/congress.html|title=Congress Album Discography|website=Bsnpubs.com|access-date=2014-06-02}}</ref> The label was sold the following year to [Kapp Records](/source/Kapp_Records). Under Kapp, the most successful artist was [Shirley Ellis](/source/Shirley_Ellis). Kapp rendered Congress inactive in 1966. Kapp, including the Congress catalogue, was sold to [MCA](/source/MCA_Records) in 1967. MCA reactivated Congress in 1969.<ref name="globaldogproductions">{{cite web|url=http://www.globaldogproductions.info/c/congress.html|title=45 discography for Congress Records|website=Globaldogproductions.info|access-date=2014-06-02}}</ref>  The most successful act for this incarnation of Congress was [the Flying Machine](/source/The_Flying_Machine_(band)). Another notable act on Congress was [Elton John](/source/Elton_John) but after a couple of unsuccessful singles on Congress, the label was discontinued in 1970 with Congress acts transferred to other MCA labels. Elton John was transferred to [Uni Records](/source/Uni_Records) where he started having hits.
