In 2006 the [Department for Communities and Local Government](/source/Department_for_Communities_and_Local_Government) considered reorganising Cheshire's administrative structure as part of the [2009 structural changes to local government in England](/source/2009_structural_changes_to_local_government_in_England). The decision to merge the boroughs of Congleton, [Macclesfield](/source/Macclesfield_(borough)), and [Crewe and Nantwich](/source/Crewe_and_Nantwich) to create a single unitary authority was announced on 25 July 2007, following a consultation period in which a proposal to create a single Cheshire unitary authority was rejected.<ref>{{cite news|url=https://news.bbc.co.uk/2/hi/uk_news/england/staffordshire/6916055.stm|work=BBC News|date=25 July 2007|title=County split into two authorities| access-date= 25 July 2007}}</ref>

==Civil parishes==
Congleton was divided into 23 civil parishes and included no [unparished areas](/source/unparished_areas). The council was based at Westfields on Middlewich Road in Sandbach.
