# Cluster Howard

**Cluster Howard** (born September 13, 1956) is an American politician from [Kentucky](/source/Kentucky) who was a member of the [Kentucky House of Representatives](/source/Kentucky_House_of_Representatives) from 2015 to 2017 and 2019 to 2021. Howard was first elected in 2014, defeating Republican incumbent [Toby Herald](/source/Toby_Herald).[1] In [2016](/source/2016_Kentucky_House_of_Representatives_election) he was defeated by 1500 votes for reelection by Herald in a rematch. Howard challenged Herald again in [2018](/source/2018_Kentucky_House_of_Representatives_election), defeating him by a margin of seven votes.[2] Howard declined to seek reelection in [2020](/source/2020_Kentucky_House_of_Representatives_election) and was succeeded by Republican [Bill Wesley](/source/Bill_Wesley).[3]
