Born and raised in [Prince Edward Island](/source/Prince_Edward_Island), McIsaac graduated from the Truro Agricultural College in 1950 and the Ontario Veterinary College in 1955. McIsaac entered politics in the province and was elected to the [Saskatchewan legislature](/source/Legislative_Assembly_of_Saskatchewan) in the [1964 provincial election](/source/1964_Saskatchewan_general_election) as the [Liberal](/source/Liberal_Party_of_Saskatchewan) MLA for [Wilkie](/source/Wilkie_(electoral_district)). He was elected to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) in the [1974 federal election](/source/1974_Canadian_federal_election) for the riding of [Battleford—Kindersley](/source/Battleford%E2%80%94Kindersley). During the [30th Canadian Parliament](/source/30th_Canadian_Parliament), he sat in the [federal Liberal](/source/Liberal_Party_of_Canada) caucus, led by [Prime Minister](/source/List_of_prime_ministers_of_Canada) [Pierre Trudeau](/source/Pierre_Trudeau), serving as a [parliamentary secretary](/source/parliamentary_secretary) and then [Government Whip](/source/Whip_(politics)). His riding was abolished, replaced by [The Battlefords—Meadow Lake](/source/The_Battlefords%E2%80%94Meadow_Lake), and he was defeated in the [1979](/source/1979_Canadian_federal_election) and [1980 federal elections](/source/1980_Canadian_federal_election). After leaving politics, McIsaac served as a commissioner of the [Canadian Dairy Commission](/source/Canadian_Dairy_Commission) and chair of the National Farm Products Marketing Council.<ref name=obit/>
