Forward was born in Old [Granby, Connecticut](/source/Granby%2C_Connecticut), to Samuel and Susannah Forward.[ Among his brothers were [Oliver Forward](/source/Oliver_Forward) and [Walter Forward](/source/Walter_Forward). His grandson was [Chauncey Forward Black](/source/Chauncey_Forward_Black). He moved with his father to [Ohio](/source/Ohio) in 1800, and a short time afterward to [Greensburg, Pennsylvania](/source/Greensburg%2C_Pennsylvania). He pursued classical studies, studied law, was admitted to the bar in [Pittsburgh, Pennsylvania](/source/Pittsburgh%2C_Pennsylvania), in 1817 and began practice in [Somerset, Pennsylvania](/source/Somerset%2C_Pennsylvania). Forward was elected to the [Nineteenth](/source/19th_United_States_Congress) Congress to fill the vacancy caused by the resignation of [Alexander Thomson](/source/Alexander_Thomson_(congressman)). He was reelected to the [Twentieth](/source/20th_United_States_Congress) Congress and reelected as a Jacksonian to the [Twenty-first](/source/21st_United_States_Congress) Congress. He was appointed [prothonotary](/source/prothonotary) and recorder of [Somerset County, Pennsylvania](/source/Somerset_County%2C_Pennsylvania), in 1831. He died in Somerset in 1839.
