==Early life, education, and family==
Earl was born in [Fostoria, Ohio](/source/Fostoria%2C_Ohio), a town near [Findlay](/source/Findlay%2C_Ohio). Charlie attended public schools in [Sycamore, Ohio](/source/Sycamore%2C_Ohio) and then enrolled at [College of Wooster](/source/College_of_Wooster) graduating in 1975 with a [Bachelor of Arts](/source/Bachelor_of_Arts) in English. In 2010, Earl decided to run for office, this time as a Libertarian.
