Barrell was born in [Rangiora](/source/Rangiora) in 1880. He became a farmer but later found employment with the [New Zealand Railways Department](/source/New_Zealand_Railways_Department) and eventually qualified as an engineer. In 1902 he married Annie Jane Malvina Quinlon. He then was the manager of branches of Booth Macdonald and Co., Ltd at [New Plymouth](/source/New_Plymouth), [Auckland](/source/Auckland) and [Invercargill](/source/Invercargill). He then became the Town Clerk and Harbourmaster at [Kawhia](/source/Kawhia_Harbour) in the [Waikato](/source/Waikato). He then left Kawhia and moved to [Hamilton](/source/Hamilton%2C_New_Zealand).<ref name="Obit">{{cite news |title=Obituary – Mr C. A. He represented the [Hamilton](/source/Hamilton_(New_Zealand_electorate)) electorate from [1935](/source/1935_New_Zealand_general_election), when he defeated Sir [Alexander Young](/source/Alexander_Young_(New_Zealand_politician)) of the [Reform Party](/source/Reform_Party_(New_Zealand)).{{sfn|Wilson|1985|p=182}}<ref name="1938 election">{{cite web

In later life he was the patron of the Waikato Trotting Club.<ref name="Obit"/>
