**Chan Ying-lun**, [OBE](/source/Order_of_the_British_Empire), [JP](/source/Justice_of_the_Peace#Hong_Kong) ([Chinese](/source/Chinese_language): 陳英麟, born 6 October 1950) is a former member of the [Legislative Council of Hong Kong](/source/Legislative_Council_of_Hong_Kong) and [Eastern District Board](/source/Eastern_District_Council).

He was brought up in the [Shau Kei Wan](/source/Shau_Kei_Wan) squatters area and graduated from Cognito College and [University of Hong Kong](/source/University_of_Hong_Kong). He worked as the corporate affairs manager of the [San Miguel Brewery Ltd](/source/San_Miguel_Brewery).[1]

He was first elected as the Eastern District Board member in [1982](/source/1982_Hong_Kong_local_elections) and reelected in 1985 and 1988, for [Shau Kei Wan](/source/Shau_Kei_Wan_(constituency)). He was appointed as the Legislative Council in 1983. In [1988 election](/source/1988_Hong_Kong_legislative_election), he defeated the incumbent [Desmond Lee Yu-tai](/source/Desmond_Lee_Yu-tai) from the East Island [electoral college](/source/Electoral_college) constituency consisting of members of the Eastern and [Wan Chai District Board](/source/Wan_Chai_District_Council) by the margin of one vote.[2] When the [direct election was introduced in 1991](/source/1991_Hong_Kong_legislative_election), he lost his seat to the [pro-democracy](/source/Pro-democracy_camp_in_Hong_Kong) activists [Martin Lee](/source/Martin_Lee) and [Man Sai-cheong](/source/Man_Sai-cheong) of the [United Democrats of Hong Kong](/source/United_Democrats_of_Hong_Kong).
