He was private secretary to the Prime Minister from 1937 to 1940 and [British High Commissioner to Ceylon](/source/List_of_High_Commissioners_of_the_United_Kingdom_to_Sri_Lanka) from 1951 to 1957.

He was secretary of the [University Grants Committee](/source/University_Grants_Committee_(United_Kingdom)) from 1958 to 1963.
