Simons attended [City University London](/source/City_University_London) for his [LL.B.](/source/Bachelor_of_Laws), and went on to the [Inns of Court School of Law](/source/Inns_of_Court_School_of_Law). He was [called to the bar](/source/call_to_the_bar) of England and Wales in 1983, and the following year was admitted to practice as an attorney at law at the Supreme Court of the Turks and Caicos Islands.
