**Carlo Salotti** (25 July 1870 – 24 October 1947) was an Italian [cardinal](/source/Cardinal_(Catholicism)) of the [Roman Catholic Church](/source/Roman_Catholic_Church). He served as Secretary of the [Congregation for the Propagation of the Faith](/source/Congregation_for_the_Propagation_of_the_Faith) from 1930 until 1935 and as [prefect](/source/Prefect) of the [Congregation of Rites](/source/Congregation_of_Rites) from 1938 until his death, and was elevated to the [cardinalate](/source/Cardinal_(Catholicism)) *[in pectore](/source/In_pectore)* in 1933.

## Biography

Born in [Grotte di Castro](/source/Grotte_di_Castro), Carlo Salotti attended the [seminary](/source/Seminary) in [Orvieto](/source/Orvieto) before going to [Rome](/source/Rome), where he studied at the [Pontifical Roman Athenaeum S. Apollinare](/source/Pontifical_Roman_Athenaeum_S._Apollinare) and the [Royal University](/source/Sapienza_University_of_Rome). He was [ordained](/source/Holy_Orders) to the [priesthood](/source/Priesthood_(Catholic_Church)) on 22 September 1894, and then finished his studies in 1897. While performing his [pastoral](/source/Parish_(Catholic_Church)) ministry in Rome until 1912, Salotti became a [professor](/source/Professor) at his *[alma mater](/source/Alma_mater)* of the Pontifical Roman Athenaeum *S. Apollinare* in 1902. On 20 July 1915 he was raised to the rank of [Domestic Prelate of His Holiness](/source/Monsignor). He entered the [Roman Curia](/source/Roman_Curia) on 10 July 1915 as assessor of the [Congregation of Rites](/source/Congregation_of_Rites) and subpromoter of the Faith, later becoming full [Promoter of the Faith](/source/Devil's_advocate) in 1925.

On 30 June 1930, Salotti was appointed [Titular Archbishop of Philippopolis in Thracia](/source/Titular_see_of_Philippopolis_in_Thracia) by [Pope Pius XI](/source/Pope_Pius_XI), and Secretary of the [Congregation for the Propagation of the Faith](/source/Congregation_for_the_Evangelization_of_Peoples), where he served under Cardinals [van Rossum](/source/Willem_Marinus_van_Rossum) and [Pietro Fumasoni Biondi](/source/Pietro_Fumasoni_Biondi), and [rector](/source/Rector_(academia)) of the [Pontifical Urbaniana University](/source/Pontifical_Urbaniana_University) four days later, on 3 July. He received his [episcopal consecration](/source/Bishop_(Catholic_Church)) on the following 6 July from Cardinal [Willem van Rossum](/source/Willem_van_Rossum), [CSsR](/source/Congregation_of_the_Most_Holy_Redeemer), with Bishops [Luigi Olivarès](https://en.wikipedia.org/w/index.php?title=Luigi_Olivar%C3%A8s&action=edit&redlink=1), [SDB](/source/Salesians_of_Don_Bosco), and [Giovanni Rosi](https://en.wikipedia.org/w/index.php?title=Giovanni_Rosi&action=edit&redlink=1) serving as [co-consecrators](/source/Consecrator), in the [basilica](/source/Basilica) of [Sacro Cuore di Gesù a Castro Pretorio](/source/Sacro_Cuore_di_Ges%C3%B9_a_Castro_Pretorio). During his tenure as rector of the Urbaniana University, he founded the [Scientific Missionary Institute](https://en.wikipedia.org/w/index.php?title=Scientific_Missionary_Institute&action=edit&redlink=1) of the same university.

Salotti praised Pope Pius XI for his dedication to [missionary activity](/source/Missionary) on [Vatican Radio](/source/Radio_Vaticana) in October 1931,[1] and the Pope appreciated Salotti's work as Secretary of the Congregation and accordingly elevated the Bishop to the [College of Cardinals](/source/College_of_Cardinals) on 13 March 1933 but did so only anonymously (*[in pectore](/source/In_pectore)*), so as to allow him to continue his work in that field.[2] His appointment as [Cardinal-Priest](/source/Cardinal_(Catholicism)) of [San Bartolomeo all'Isola](/source/San_Bartolomeo_all'Isola) was published in the [consistory](/source/Papal_consistory) of 16 December 1935. On 14 September 1938, Salotti was named [Prefect](/source/Prefect) of the Congregation of Rites and [participated](/source/Cardinal_electors_in_Papal_conclave%2C_1939) in the [1939 papal conclave](/source/Papal_conclave%2C_1939) that selected [Pope Pius XII](/source/Pope_Pius_XII), who advanced him to [Cardinal Bishop of Palestrina](/source/Bishop_of_Palestrina) on 11 December 1939.

Salotti died from a [liver](/source/Liver) ailment[3] in Rome, at age 77. He is buried in his native Grotte di Castro.
