Boardman was born in [Melbourne](/source/Melbourne) to parents Peter and Valerie, and studied at [Wesley College](/source/Wesley_College%2C_Melbourne) (1978–83), [Haileybury College](/source/Haileybury_College%2C_Melbourne) (1984–88), and the [Victoria Police Academy](/source/Victoria_Police_Academy) (1989). He became a constable in the [Victorian Police Force](/source/Victorian_Police_Force) in 1989, serving until his move to politics in 1996. He undertook [officer](/source/Officer_(armed_forces)) training in the [Australian Army Reserve](/source/Australian_Army_Reserve) at [Watsonia](/source/Watsonia%2C_Victoria) (1993–95) before completing his training at the [Royal Military College, Duntroon](/source/Royal_Military_College%2C_Duntroon) in 1996.[{{cite web

Boardman joined the [Liberal Party](/source/Liberal_Party_of_Australia_(Victorian_Division)) in 1994, and was President of the [Mentone](/source/Mentone%2C_Victoria) branch from 1995–96.
