Of these, 12,514 (60.8%) lived in [urban area](/source/urban_area)s and 8,081 (39.2%) in [rural area](/source/rural_area)s. Between the 1992 and 2002 censuses, the population grew by 4.5% (882 persons). ==Administration== As a commune, Bulnes is a third-level [administrative division of Chile](/source/administrative_division_of_Chile) administered by a [municipal council](/source/municipal_council), headed by an [alcalde](/source/alcalde) who is directly elected every four years. The 2008-2012 alcalde is Rodrigo De La Puente Acuña (ILE).
