Oaks was born in [Rochester, New York](/source/Rochester%2C_New_York)<ref name="Vote Smart"/> and raised on a farm in [North Rose](/source/North_Rose%2C_New_York), graduating from the [North Rose-Wolcott Central School](/source/North_Rose-Wolcott_Central_School_District) in 1970. He received a [bachelor's degree](/source/bachelor's_degree) in political science from [Colgate University](/source/Colgate_University) in 1974, followed by a [master's degree](/source/master's_degree) in recreation administration from the [University of Montana](/source/University_of_Montana) in 1976.<ref name="Official bio"/>

He became director of the [continuing education](/source/continuing_education) program for the [Greece Central School District](/source/Greece_Central_School_District) in 1976 and was director of the Wayne County Youth Bureau from 1978 to 1983.
Oaks was the Wayne County Clerk from 1983 through the end of 1992.<ref name="Official bio"/>
