Kuisle earned an associate of arts degree from [Rochester Community College](/source/Rochester_Community_College) and attended [University of Wisconsin, River Falls](/source/University_of_Wisconsin%2C_River_Falls). He graduated from Cardinal Stritch University with a degree in business management. He was a commissioner for [Olmsted County](/source/Olmsted_County%2C_Minnesota) before being elected as a state legislator from 1996 to 2004.
