He was born in [Minneapolis, Minnesota](/source/Minneapolis%2C_Minnesota) and was raised in [Waconia, Minnesota](/source/Waconia%2C_Minnesota). Diessner graduated from [Waconia High School](/source/Waconia_High_School) in 1941. Diessner lived in [Redwood Falls, Minnesota](/source/Redwood_Falls%2C_Minnesota). He moved to [Afton, Minnesota](/source/Afton%2C_Minnesota) in 1970. He served in the Minnesota State Senate from 1983 to 1990 as a member of the Democratic–Farmer–Labor Party, representing district 56. Diessner was a medical doctor, having graduated from the [University of Minnesota](/source/University_of_Minnesota). Diessner served in the [United States Army](/source/United_States_Army) from 1951 to 1952 in [Fort Riley](/source/Fort_Riley), [Kansas](/source/Kansas), and [Korea](/source/Korea) and was commissioned a captain. Diessner moved to [Bella Vista, Arkansas](/source/Bella_Vista%2C_Arkansas) in 2003.
