Kamnitzer was born in [Dirschau](/source/Dirschau), he studied law at the Universities of [Danzig](/source/Gda%C5%84sk_University_of_Technology) and [Königsberg](/source/University_of_K%C3%B6nigsberg).<ref>{{cite book|url=https://books.google.com/books?id=Z9wJAQAAIAAJ&q=Bernhard+Kamnitzer+Danzig

Kamnitzer served in [World War I](/source/World_War_I) and was severely wounded, he later worked as a lawyer and a judge in Free City of Danzig. He was a member of the executive board of the [Centralverein deutscher Staatsbürger jüdischen Glaubens](/source/Centralverein_deutscher_Staatsb%C3%BCrger_j%C3%BCdischen_Glaubens), of the [Social Democratic Party of the Free City of Danzig](/source/Social_Democratic_Party_of_the_Free_City_of_Danzig) and the [Danzig parliament](/source/Volkstag) in 1924-28.
