Hulse was born and raised on a farm near [Fayetteville](/source/Fayetteville%2C_Arkansas) in [Washington County, Arkansas](/source/Washington_County%2C_Arkansas). His parents were John Hulse, a wealthy farmer and U.S. marshall, and Drusilla (Delano) Hulse. With just a high school education, he came to [California](/source/California) as a young man. He worked at a machine shop in [Stockton](/source/Stockton%2C_California) for two years, then moved to [Imperial County](/source/Imperial_County%2C_California) in 1910, where he began to sell tractors and Ford cars in [Calexico](/source/Calexico%2C_California), [El Centro](/source/El_Centro%2C_California) and [Yuma](/source/Yuma%2C_Arizona).
