Short played at Under-21 level for the {{Rut|Blue Bulls}} in the [2011 Under-21 Provincial Championship](/source/2011_Under-21_Provincial_Championship) and the [2012 Under-21 Provincial Championship](/source/2012_Under-21_Provincial_Championship) competitions, helping the Blue Bulls to win both those competitions.

He also played [Varsity Cup](/source/Varsity_Cup) rugby for the [Pretoria](/source/Pretoria)-based university side {{Rut|UP Tuks}} between [2012](/source/2012_Varsity_Rugby) and [2014](/source/2014_Varsity_Cup), picking up a winner's medal in the first two seasons.
