The seaport is operated by Aruba Stevedoring (ASTEC) Company N.V., a private entity established by nine local shareholders (all N.V.'s). Plans to create the harbour began in 1994.<ref name="contain">{{cite web|url=https://www.arubaports.com/main/move/ |title=Container Port Moves to Barcadera|website=Aruba Ports|access-date=1 May 2021}}</ref> The harbour at Oranjestad was large enough, however the cargo ships had to share the port with [cruise ship](/source/cruise_ship)s which often caused problems.<ref name="navingo"/> The first priority was to move the [container terminal](/source/container_terminal). Work began in 2011, and the move was completed in 2015.<ref name="contain"/> On 12 April 2016, the Barcadera harbour was officially opened by Prime minister [Mike Eman](/source/Mike_Eman).<ref name="navingo"/>

The existing harbour at Oranjestad needed to be [dredged](/source/Dredging). ==Free zone==
A part of the harbour has been designated a [free zone](/source/Free_economic_zone).
