# Bai Wenqi

**Bai Wenqi** (; born October 1955) is a Chinese [naval aviator](/source/Naval_aviator) who is a [lieutenant general](/source/Lieutenant_general) of the [People's Liberation Army Air Force](/source/People's_Liberation_Army_Air_Force) (PLAAF) and a former [vice admiral](/source/Vice_admiral) of the [People's Liberation Army Naval Air Force](/source/People's_Liberation_Army_Naval_Air_Force) (PLANAF). He has been the inaugural [political commissar](/source/Political_commissar) of the [Northern Theater Command](/source/Northern_Theater_Command) Air Force since its establishment in February 2016. He formerly served as political commissar of the [Jinan Military Region](/source/Jinan_Military_Region) Air Force, and political commissar of the [North Sea Fleet](/source/North_Sea_Fleet).

## Biography

Bai Wenqi was born in [Xingcheng](/source/Xingcheng), [Liaoning](/source/Liaoning) Province in October 1955. He is of [Mongol ethnicity](/source/Mongols_in_China). He has a graduate degree in [military science](/source/Military_science) from [PLA National Defence University](/source/PLA_National_Defence_University).[1]

Bai has years of experience in the political tracks of both [North Sea Fleet](/source/North_Sea_Fleet) (NSF) and [South Sea Fleet](/source/South_Sea_Fleet) (SSF) [naval aviation](/source/Naval_aviation) units. From early 2004 to 2005, he served as the deputy director of the NSF naval aviation Political Department, based in [Qingdao](/source/Qingdao), [Shandong](/source/Shandong) Province. From 2005 to 2008, he was the director of the SSF's Naval Aviation Political Department based in [Haikou](/source/Haikou) on [Hainan](/source/Hainan) Island.[2] He was promoted to the rank of [rear admiral](/source/Rear_admiral) in July 2006. In April 2008, he returned to the North Sea Fleet to serve as political commissar of NSF Naval Aviation, and concurrently as a North Sea Fleet deputy political commissar.[3]

Bai was promoted to North Sea Fleet political commissar in 2012, after his predecessor [Wang Dengping](/source/Wang_Dengping) was transferred to the South Sea Fleet.[2] He also concurrently served as deputy political commissar of the [Jinan Military Region](/source/Jinan_Military_Region), of which NSF is a part. He was the first top-tier commander of the NSF with naval aviation background.[3] In August 2013, he was promoted to the rank of [vice admiral](/source/Vice_admiral) (*[zhong jiang](/source/Zhong_jiang)*).[3] He is also a member of the [12th National People's Congress](/source/12th_National_People's_Congress).[1]

In July 2015, Bai was transferred from the North Sea Fleet to the Jinan Military Region Air Force to serve as its political commissar. He retained his position as deputy political commissar of Jinan MR.[3] In February 2016, Bai was appointed the inaugural political commissar of the Air Force of the [Northern Theater Command](/source/Northern_Theater_Command), which was newly established in [Central Military Commission](/source/Central_Military_Commission_(China)) [chairman](/source/Chairman_of_the_Central_Military_Commission_(China)) [Xi Jinping](/source/Xi_Jinping)'s military reform.[4]
