Horan was re-elected for a third time [in 1908](/source/1908_Western_Australian_state_election), but prior to [1911 election](/source/1911_Western_Australian_state_election) was defeated for Labor preselection by [Charles Hudson](/source/Charles_Hudson_(Australian_politician)). He contested the election as an independent, but polled only 37.4 percent in a two-candidate race.<ref name="res"/>

At the 1914 [Legislative Council](/source/Western_Australian_Legislative_Council) elections, Horan stood as an "independent Labor" candidate for [South Province](/source/South_Province_(Western_Australia)), but lost to [John Kirwan](/source/John_Kirwan_(politician)). He joined the [Australian Imperial Force](/source/First_Australian_Imperial_Force) the following year, and during the war served in England and France with the 6th Australian Tunnelling Company and the [3rd Canadian Tunnelling Company](/source/3rd_Canadian_Tunnelling_Company) (on secondment). After the war, Horan lived in [Perth](/source/Perth) and worked in various administrative positions. He died there in June 1925, aged 56, and was buried at [Karrakatta Cemetery](/source/Karrakatta_Cemetery).<ref name="bio"/>
