==Early life==
He was born on 20 December 1858, in [Cork](/source/Cork_(city)), [Ireland](/source/Ireland), the son of Reverend John Watkins Benn. He received his formal education at [Clifton College](/source/Clifton_College),<ref>"Clifton College Register" Muirhead, J.A.O. p37: Bristol; J.W Arrowsmith for Old Cliftonian Society; April, 1948</ref> then at [Inner Temple](/source/Inner_Temple).

==Business career==
He became a managing director, then the British [Vice-Consul](/source/Vice-Consul) to [Mobile, Alabama](/source/Mobile%2C_Alabama).

==Political career==
Benn became active in the [Conservative Party](/source/Conservative_Party_(UK)), and stood in [Battersea](/source/Battersea_(UK_Parliament_constituency)) at the [1906 general election](/source/1906_United_Kingdom_general_election).  In 1907, he was elected to [London County Council](/source/London_County_Council), representing [the equivalent seat](/source/Battersea_(London_County_Council_constituency)), a post he held for four years. He stood for Parliament in Battersea again in [January 1910](/source/January_1910_United_Kingdom_general_election). In [December](/source/December_1910_United_Kingdom_general_election), he was instead elected at [Plymouth](/source/Plymouth_(UK_Parliament_constituency)).

In 1915 during the [First World War](/source/First_World_War) he was a member of the House of Commons' 'Ammunition Committee', established by [David Lloyd George](/source/David_Lloyd_George) as [Minister of Munitions](/source/Minister_of_Munitions).<ref>'The Private Papers of Douglas Haig 1914-1919', edited by Robert Blake (Pub. Benn moved to represent [Plymouth Drake](/source/Plymouth_Drake_(UK_Parliament_constituency)) in [1918](/source/1918_United_Kingdom_general_election), and in the [Birthday Honours that year](/source/1918_Birthday_Honours) was appointed to the [Order of the British Empire](/source/Order_of_the_British_Empire) as a Knight Commander (KBE).<ref>{{London Gazette |issue=30730 |date=7 June 1918 |page=6686 |supp=y}}</ref> In 1921, he became the President of the [Association of British Chambers of Commerce](/source/Association_of_British_Chambers_of_Commerce), a position he held until 1923, and also became the Chair of the [National Unionist Association](/source/National_Unionist_Association). On 19 October 1922, he spoke at the [Carlton Club meeting](/source/Carlton_Club_meeting).

In 1926 he was created a [baronet](/source/baronet), of Plymouth in the County of Devon.<ref>{{London Gazette |issue=33191 |date=13 August 1926 |page=5371 }}</ref> From 1927, he was the Director of the [International Chamber of Commerce](/source/International_Chamber_of_Commerce).

Benn lost his seat in [1929](/source/1929_United_Kingdom_general_election), and at the [next general election in 1931](/source/1931_United_Kingdom_general_election) was elected for [Sheffield Park](/source/Sheffield_Park_(UK_Parliament_constituency)), but then lost this seat in [1935](/source/1935_United_Kingdom_general_election). ==Death==
He died on 13 June 1937 at the age of 78, without issue, when the baronetcy and barony became extinct. His body was buried at [Hanwell Cemetery](/source/Royal_Borough_of_Kensington_and_Chelsea_Cemetery%2C_Hanwell) in [Ealing](/source/Ealing), London.
