He was born on April 16, 1947, in [New York City](/source/New_York_City). He attended [Brooklyn Technical High School](/source/Brooklyn_Technical_High_School) and [Manhattan Community College](/source/Manhattan_Community_College). He entered politics as a [Democrat](/source/Democratic_Party_(United_States)), and was an aide to City Council President [Paul O'Dwyer](/source/Paul_O'Dwyer). Del Toro was a member of the [New York State Assembly](/source/New_York_State_Assembly) (129th D.) from 1975 until his death in 1994, sitting in the [181st](/source/181st_New_York_State_Legislature), [182nd](/source/182nd_New_York_State_Legislature), [183rd](/source/183rd_New_York_State_Legislature), [184th](/source/184th_New_York_State_Legislature), [185th](/source/185th_New_York_State_Legislature), [186th](/source/186th_New_York_State_Legislature), [187th](/source/187th_New_York_State_Legislature), [188th](/source/188th_New_York_State_Legislature), [189th](/source/189th_New_York_State_Legislature) and [190th New York State Legislature](/source/190th_New_York_State_Legislature)s. He was Chairman of the Committee on Education from 1991 to 1994.

Del Toro had been suffering from [kidney disease](/source/kidney_disease) for more than fifteen years, and suffered two [heart attacks](/source/heart_attacks) in December 1994. On December 30, 1994, he went to his [dialysis](/source/Kidney_dialysis) at [Beth Israel Medical Center](/source/Beth_Israel_Medical_Center) in [Manhattan](/source/Manhattan), and died during the procedure after another heart attack.
