Angelo (or Anzolo{{sfn|De Vivo|2007|p=73}}) was born on 19 April 1565 to [Alberto Badoer](/source/Alberto_Badoer_(1540%E2%80%931592)) and Chiara Priuli. His uncle was Cardinal [Lorenzo Priuli](/source/Lorenzo_Priuli_(cardinal)). His first diplomatic charge was to congratulate the Archduke [Albert VII of Austria](/source/Albert_VII%2C_Archduke_of_Austria) and [Isabella Clara Eugenia](/source/Isabella_Clara_Eugenia) on their marriage while they were passing through [Milan](/source/Milan) in 1599. in 1600, he was sent to congratulate the Emperor [Ferdinand II](/source/Ferdinand_II%2C_Holy_Roman_Emperor) on his marriage to [Maria Anna of Bavaria](/source/Maria_Anna_of_Bavaria_(born_1574)) and also negotiate concerning the [Uskoks](/source/Uskoks). In 1602, he was elected ambassador to [France](/source/Kingdom_of_France), where he was from 1603 to 1605.{{sfn|Gaeta|1963}}

In 1605 and 1607, Badoer was a ''[savio di Terraferma](/source/savio_di_Terraferma)''.{{sfn|Gaeta|1963}} As a member of the [Senate](/source/Venetian_Senate) during the [Venetian Interdict](/source/Venetian_Interdict) (1606–1607), he argued the pro-papal position, reminding Venetians of their military weakness.{{sfn|De Vivo|2007|p=181}} In July 1607, without authorization, he met with the new [papal nuncio](/source/papal_nuncio), Cardinal [Berlinghiero Gessi](/source/Berlinghiero_Gessi).{{sfn|De Vivo|2007|p=73}}{{sfn|Gaeta|1963}} This contravened rules on contact between [Venetian patrician](/source/Venetian_patrician)s and foreign diplomats. In January 1608, the [Council of Ten](/source/Council_of_Ten) sentenced him to one year in prison, forbade him from knowing state secrets and banned him from going abroad. In 1610, the Spanish ambassador, [Alfonso de la Cueva](/source/Alfonso_de_la_Cueva%2C_1st_Marquis_of_Bedmar), recommended Badoer be paid an annual pension of 2,000 [ducat](/source/ducat)s for his spying services. When Badoer was accused in April 1612, he fled. Tried in absentia, he was given a lifetime ban and lost his patrician status.{{sfn|Gaeta|1963}}

In exile, Badoer first went to France, where he was under the protection of [Charles, Duke of Guise](/source/Charles%2C_Duke_of_Guise). He continued to be an agent of Spain in France. He also served the [Papacy](/source/Papacy) and the [Jesuits](/source/Jesuits) at various times and was in contact with Duke [Charles Emmanuel of Savoy](/source/Charles_Emmanuel_I_of_Savoy). He was forced to move about frequently. In [Pamplona](/source/Pamplona), he had talks with the Viceroy {{ill|Alonso de Idiáquez de Butrón y Múgica|lt=Alonso de Idiáquez|es}}. In 1615, he escaped a Venetian assassination attempt. He was in [Paris](/source/Paris) in 1616 and Rome in 1617–1618. [Pope Paul V](/source/Pope_Paul_V) ordered him to leave to avoid complications with the Venetians. In 1619, he was living in [Provence](/source/Provence) under the name Francesco Cortese. He spent time in [Brussels](/source/Brussels), where Alfonso de la Cueva was the Spanish ambassador. In 1620, he travelled under the name Monsignor Pianta between [Amsterdam](/source/Amsterdam), [Antwerp](/source/Antwerp), [Lorraine](/source/Lorraine) and [London](/source/London). He was in Rome again in September 1620.{{sfn|Gaeta|1963}}

In the summer of 1622, Badoer was in [Madrid](/source/Madrid) working for the election of Maffeo Barberini as [Pope Urban VIII](/source/Pope_Urban_VIII), who rewarded him with [benefice](/source/benefice)s in the diocese of [Pavia](/source/Diocese_of_Pavia), [Ferrara](/source/Diocese_of_Ferrara) and [Cervia](/source/Diocese_of_Cervia) after he took [holy orders](/source/holy_orders). In 1624, he was sent to Paris to encourage France to end the [War of Valtellina](/source/Valtellina_War). In 1626, after France's [treaty of Monzón](/source/treaty_of_Monz%C3%B3n) with Spain, the Venetians made a second attempt on his life at [Mâcon](/source/M%C3%A2con). He died at Rome in 1630. There were suspicions that he was poisoned. His papers were burned. A sealed letter addressed to the [Venetian ''signoria''](/source/Signoria_of_Venice) was burned without being opened.{{sfn|Gaeta|1963}}
