Welinski attended [Duluth East High School](/source/East_High_School_(Duluth%2C_Minnesota)) in his native Minnesota and then spent two years with the [Green Bay Gamblers](/source/Green_Bay_Gamblers) of the [USHL](/source/United_States_Hockey_League) starting 2010, capturing the [Anderson Cup](/source/Anderson_Cup_(ice_hockey)) and the [Clark Cup](/source/List_of_USHL_Champions) his second season, while receiving Defenseman of the Year and All-USHL First Team recognition. He registered 8 goals and 21 points from the blueline for the Phantoms, however was unable to earn a recall to the Flyers.

Providing a veteran presence, Welinski posted four goals and 16 points through 40 games with the Wolf Pack.
