Hugine was born on June 21, 1949, in [Green Pond, South Carolina](/source/Green_Pond%2C_South_Carolina), an unincorporated community in [Colleton County](/source/Colleton_County). He is the son of Andrew and Irene Short Hugine Sr. Hugine was educated in the Colleton County public school system before attending [South Carolina State University](/source/South_Carolina_State_University), where he earned his bachelor's and master's degrees in mathematics.<ref>{{Cite web|url=https://www.aamu.edu/about/university-leadership/president/about-president.html|title=About Our President - Alabama A&M University|website=www.aamu.edu|access-date=2019-11-05}}</ref> He later earned a PhD in Higher Education and Institutional Research from [Michigan State University](/source/Michigan_State_University).

Hugine began his career as an instructor of mathematics at [Beaufort High School](/source/Beaufort_High_School) in [Beaufort, South Carolina](/source/Beaufort%2C_South_Carolina), as well as serving as a graduate teaching assistant and assistant professor of institutional research at [Michigan State University](/source/Michigan_State_University).

During his 30-year career at [South Carolina State University](/source/South_Carolina_State_University), Hugine served as Director of the Special Services Program, Director of the University Year for Action Program, a Research Fellow, Assistant and Director of Institutional Self-Study, Assistant Vice President for Academic Affairs, professor of mathematics, and Interim Executive Vice President and Chief Operating Officer.

From 2003 to 2008, Hugine served as the 9th President of [South Carolina State University](/source/South_Carolina_State_University). Immediately upon his appointment as the 11th President of [Alabama A&M University](/source/Alabama_A%26M_University), Hugine addressed the university's probationary status with the [Southern Association of Colleges and Schools Commission on Colleges](/source/Southern_Association_of_Colleges_and_Schools_Commission_on_Colleges), resulting in the removal of the university from SACSCOC's sanction in December 2009.

Hugine was responsible for signing a memorandum of understanding with the [Edward Via College of Osteopathic Medicine](/source/Edward_Via_College_of_Osteopathic_Medicine), signing a mentor-protégé agreement with [NASA](/source/NASA) and [Pratt & Whitney Rocketdyne](/source/Pratt_%26_Whitney_Rocketdyne), signing a memorandum of understanding with [Nanjing Forestry University](/source/Nanjing_Forestry_University) in [China](/source/China) to serve as the sponsoring institution for the AAMU [Confucius Institute](/source/Confucius_Institute), and established degree programs at [Lawson State Community College](/source/Lawson_State_Community_College) in [Birmingham, Alabama](/source/Birmingham%2C_Alabama).
