Born in [Leeds](/source/Leeds) to [Irish](/source/Irish_people) parents,<ref name="labour">''Report of the annual conference'' (1952), [Labour Party](/source/Labour_Party_(UK))</ref> Conley fought in the [Second Boer War](/source/Second_Boer_War).<ref name="kershen">Anne J. Kershen, ''Uniting the Tailors'', p. 84</ref> He then worked as a garment maker,<ref name="labour" /> and became a branch secretary in the [Amalgamated Union of Clothiers Operatives](/source/Amalgamated_Union_of_Clothiers_Operatives), then national organiser of its successor, the [United Garment Workers' Trade Union](/source/United_Garment_Workers'_Trade_Union).<ref name="kershen" />

In 1920, various tailors' trade unions merged to form the [National Union of Tailors and Garment Workers](/source/National_Union_of_Tailors_and_Garment_Workers) (NUTGW).  Although [Joseph Young](/source/Joseph_Young_(trade_unionist)) was seen as the obvious choice for its leadership, his health was failing, and he instead supported Conley's successful campaign for the general secretaryship.<ref name="kershen" /> In post, he focussed on absorbing other unions, arranging mergers with more than 20 before he retired in 1948.  He was elected to the General Council of the [Trades Union Congress](/source/Trades_Union_Congress) in 1921, and was its [President](/source/President_of_the_Trades_Union_Congress) in 1934, where he led centenary commemorations of the [Tolpuddle Martyrs](/source/Tolpuddle_Martyrs).<ref name="labour" />

Conley also supported women's trade unionism, encouraging women tailors to become active in the NUTGW,<ref name="labour" /> and he was succeeded as general secretary by [Anne Loughlin](/source/Anne_Loughlin).
