Born in [Barnsley](/source/Barnsley), McKay was elected [Member of Parliament](/source/Member_of_Parliament_(United_Kingdom)) (MP) for the [South Yorkshire](/source/South_Yorkshire) constituency of [Penistone](/source/Penistone_(UK_Parliament_constituency)) in a [1978 by-election](/source/1978_Penistone_by-election) following the death of the Labour MP [John Mendelson](/source/John_Mendelson),<ref>{{cite news|url=http://www.yorkshirepost.co.uk/news/analysis/the-week-that-was-july-5-to-11-1978-1-7997487|title=The week that was: July 5 to 11, 1978 |work=[Yorkshire Evening Post](/source/Yorkshire_Evening_Post) |date=5 July 2016 |accessdate=27 November 2016}}</ref> serving there until the seat was abolished for the [1983 general election](/source/1983_United_Kingdom_general_election).
