==Biography ==
Born in [Chillicothe, Ohio](/source/Chillicothe%2C_Ohio), Douglas attended the public schools of Chillicothe and a preparatory school.  He graduated from [Kenyon College](/source/Kenyon_College), [Gambier, Ohio](/source/Gambier%2C_Ohio), in 1872 and from [Harvard Law School](/source/Harvard_Law_School) in 1874.  He was [admitted to the bar](/source/Admission_to_the_bar_in_the_United_States) in 1874 and commenced practice in [Chillicothe, Ohio](/source/Chillicothe%2C_Ohio).  He served as [prosecuting attorney](/source/prosecuting_attorney) of [Ross County](/source/Ross_County%2C_Ohio) 1877–1881. [Presidential elector](/source/Presidential_elector) in 1896 for [McKinley](/source/William_McKinley)/[Hobart](/source/Garret_A._Hobart).<ref>Taylor 1899 : vol. 2, 136</ref>

Douglas was elected as a [Republican](/source/Republican_Party_(United_States)) to the [Sixtieth](/source/60th_United_States_Congress) and [Sixty-first](/source/61st_United_States_Congress) Congresses (March 4, 1907 – March 3, 1911).  He was an unsuccessful candidate for reelection in 1910 to the [Sixty-second Congress](/source/62nd_United_States_Congress), and resumed the practice of law in [Chillicothe, Ohio](/source/Chillicothe%2C_Ohio).  He was appointed [Ambassador Extraordinary](/source/Ambassador_Extraordinary) to represent the United States at the [centennial](/source/Centennial_of_the_Independence_of_Peru) of the independence of [Peru](/source/Peru) in 1921.  He retired and resided in [Washington, D.C.](/source/Washington%2C_D.C.), until his death in that city on March 14, 1935.  He was interred in [Grandview Cemetery, Chillicothe](/source/Grandview_Cemetery%2C_Chillicothe), [Ross County, Ohio](/source/Ross_County%2C_Ohio), USA.
