Stepney was the son of [Thomas Stepney](/source/Stepney_family) of [Aldenham, Hertfordshire](/source/Aldenham) and his wife Dorothy (Dorati) Winde, daughter of John Winde (also Weind or Wynde and Wyld) of [Ramsey, Huntingdonshire](/source/Ramsey%2C_Cambridgeshire). He matriculated as a scholar from [Christ's College, Cambridge](/source/Christ's_College%2C_Cambridge) in the autumn of 1562<ref name=Venn>{{acad|id=STPY562A|name=Stepney, Alban}}</ref> and entered [Clement's Inn](/source/Clement's_Inn). In 1561, he was  appointed registrar of the [Diocese of St Davids](/source/Diocese_of_St_Davids).  In [1572](/source/4th_Parliament_of_Elizabeth_I), he was elected [Member of Parliament](/source/Member_of_Parliament) for [Haverfordwest](/source/Haverfordwest_(UK_Parliament_constituency)). He was [High Sheriff of Pembrokeshire](/source/High_Sheriff_of_Pembrokeshire) from 1572 to 1573. He was commissioner for the tanneries in Pembrokeshire in 1574 and was a [J.P.](/source/Justice_of_the_Peace) for Pembrokeshire from 1575. He was elected MP for Haverfordwest again in [1584](/source/5th_Parliament_of_Elizabeth_I) and in [1586](/source/6th_Parliament_of_Elizabeth_I). In [1589](/source/7th_Parliament_of_Elizabeth_I) he was elected MP for [Cardigan](/source/Cardigan_(UK_Parliament_constituency)). He was Sheriff of Pembrokeshire again from 1589 to 1590 and was [High Sheriff of Carmarthenshire](/source/High_Sheriff_of_Carmarthenshire) from 1596 to 1597. He became [Deputy Lieutenant](/source/Deputy_Lieutenant) in 1602. In [1604](/source/Blessed_Parliament) he was elected MP for [Pembrokeshire](/source/Pembrokeshire_(UK_Parliament_constituency)). He was High Sheriff of Pembrokeshire again from 1604 to 1605. Stepney married firstly Margaret Cathern, daughter of Thomas Catharn or Cadern of [Prendergast](/source/Prendergast%2C_Pembrokeshire), and secondly Mary Philipps, daughter of [William Philipps](/source/William_Philipps_(MP_for_Haverfordwest)) of [Picton](/source/Picton_Castle).<ref name=Venn/> His eldest son [John](/source/Sir_John_Stepney%2C_1st_Baronet) was created a [baronet](/source/Stepney_Baronets) in 1621.<ref name = Cockayne>[https://archive.org/stream/cu31924092524374#page/n201/mode/2up George E.
