Born in [Pictou, Nova Scotia](/source/Pictou%2C_Nova_Scotia),<ref name="parl"/> the son of Basil Bell and Mary Carr, Bell was educated in New Glasgow, Sackville Academy, and Glasgow University.<ref>[https://archive.org/details/canadianmenwomen00morguoft The Canadian men and women of the time : a handbook of Canadian biography of living characters]</ref> From 1876 to 1877, he was the first mayor of [New Glasgow, Nova Scotia](/source/New_Glasgow%2C_Nova_Scotia) (he was mayor again from 1884 to 1885). He was elected to the [Nova Scotia House of Assembly](/source/Nova_Scotia_House_of_Assembly) in 1878. In 1882, he was Provincial Secretary in the cabinet of [John Thompson](/source/John_Sparrow_David_Thompson). From 1882 to 1887 he was the [Conservative](/source/Progressive_Conservative_Association_of_Nova_Scotia) Party leader and [Leader of the Opposition](/source/Leader_of_the_Opposition_(Nova_Scotia)).<ref name="parl"/>

In [1896](/source/1896_Canadian_federal_election), he was elected to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) for the electoral district of [Pictou](/source/Pictou_(federal_electoral_district)). A [Conservative](/source/Conservative_Party_of_Canada_(1867%E2%80%931942)), he was re-elected in [1900](/source/1900_Canadian_federal_election). He was defeated in [1904](/source/1904_Canadian_federal_election) and [1911](/source/1911_Canadian_federal_election).<ref name="parl"/>

In 1911, he was summoned to the [Senate of Canada](/source/Senate_of_Canada) on the advice of [Robert Borden](/source/Robert_Borden) representing the senatorial division of Pictou, Nova Scotia. He died in office the following year in 1912.<ref name="parl"/>
